Kentucky Senate adds deadline for Breeders’ Cup tax break

The Kentucky State Senate unanimously approved a November 4 deadline for Breeders’ Cup Ltd. to qualify for a pari-mutuel tax break by committing to stage the Breeders’ Cup World Championships in the commonwealth in 2011 or ’12, in addition to this year’s event at Churchill Downs.

If the decision comes later, Breeders’ Cup would not be eligible to keep the pari-mutuel tax from this year’s event.

Senator Damon Thayer (R-Georgetown) said the tax break was worth about $750,000 when Churchill last played host to the Breeders’ Cup in 2006. At the time, Thayer was vice president of event management for Breeders’ Cup Ltd. He left the company in 2007 and now serves as a communications consultant, along with his role in the Senate.

Thayer estimated that the tax break would be worth $1-million this year under the Breeders’ Cup’s 14-race, two-day format that debuted in 2008, the first of two straight editions at Santa Anita Park.

The tax provision expired when Breeders’ Cup did not return to Churchill within three years, but the General Assembly passed a bill last summer that would reinstate it if the event is held in Kentucky in 2010 and either ’11 or ’12. Thayer’s provision, which passed unanimously with 37 votes on Thursday, would force Breeders’ Cup to commit to the second year by November 4 in order to qualify for the tax credit. Churchill will host the World Championships on November 5 and 6.
