Kentucky gaming amendment reportedly close to proposal

A proposal that could eventually pave the way for alternative gaming at Kentucky racetracks that might carry the support of frequent opponents on both sides of the issue could reportedly be introduced before the state Senate within days.

Kentucky Senate Floor Leader R. J. Palmer (D-Winchester) told the Associated Press that discussions were ongoing with Gov. Steve Beshear’s office on the wording of a proposed constitutional amendment but that “an agreement was imminent.”

If lawmakers approved the constitutional amendment, the citizens of Kentucky would have the chance to vote on the proposal in November.

Members of the horse racing industry have long supported efforts to bring casino-style gaming to Kentucky.

Beshear has pushed for alternative gaming in Kentucky for years and wants a constitutional ban on casinos lifted in hopes that the state can keep money within its borders that often goes to neighboring states.

Beshear said last year after he was re-elected by a huge margin over Senate President David Williams (R-Burkesville) that the money generated by expanded gaming will go to the horse industry and will be used to solidify state finances.

“We’re going to go all out and try to get expanded gaming on the ballot this year,” Beshear told the Louisville Courier-Journal.

The Associated Press said it remained “unclear” on Wednesday whether Beshear was working with Palmer or longtime Williams ally Sen. Damon Thayer (R-Georgetown) on the measure.
