Motion gives backers of Illinois gaming bill more time to make case

Illinois Senate President John Cullerton (D-Chicago) has filed a motion to reconsider the affirmative vote on the gambling expansion bill that passed both houses of the General Assembly just before the spring session adjourned on May 31.

The motion should not be interpreted to mean that Cullerton has withdrawn his strong support for the bill that would bring slot machines to the state’s five racetracks as well as five new casinos in the state, slots at Chicago’s O’Hare International and Midway International Airports, and an expanded Standardbred meeting with slots at the Illinois State Fairgrounds in Springfield.

Instead, it is giving the bill’s supporters more time make their case to Democratic Gov. Pat Quinn, who is in favor of giving Chicago a casino but believes the entire package that also allows the ten currently licensed casinos to add more positions is “excessive.”

The motion to reconsider can stay in effect for up to 60 days. If the bill is then sent to the governor he has 60 days in which to sign it, veto it, or exercise the amendatory veto option that probably would open a Pandora’s Box of new problems.

“The governor’s office has contacted me,” said Mike Campbell, Illinois Thoroughbred Horsemen’s Association president. “We’re going to meet with him and talk about the state of the racing industry and how this bill benefits it.

“This is going to be a discussion about agri-business in Illinois and job creation. At the end of the day it is about job creation and revenue to the state. We have a huge deficit in the state and the city of Chicago has a huge budget deficit. This is the only bill out there that provides revenue relief to the state and the city.”
