Illinois gaming bill appears to be dead

The drive to pass a bill that would legalize slot machines at Illinois racetracks and authorize five new riverboat casinos prior to Tuesday’s adjournment of the Illinois General Assembly appears to have reached a dead end.

By a 6-5 vote, the House Executive Committee rejected the bill, which was  sponsored by Rep. Lou Lang (D-Skokie). Lang had attached it as an amendment to a Senate bill sponsored by Sen. Terry Link (D-Lake Bluff) and Sen. Dave Syverson (R-Springfield).

The Republicans on the committee all were in opposition.

According to www.capitalfax.com, “Lang blamed the downfall on a provision requiring tracks to reach peace agreements with organized labor…The labor provision was opposed by Arlington Park, which is attempting to reach a compromise with food service workers over representation of additional workers that would be required for turning the racetrack into a racino.”

The other Thoroughbred tracks—Hawthorne Race Course and Fairmount Park—and Standardbred tracks—Balmoral Park and Maywood Park—had reached an accord.

The new casinos were to be located in Chicago, Rockford, Danville, Park City (in northeast Illinois near the Wisconsin border) and an undetermined location in Chicago’s southern suburbs.

Chicago’s new mayor, Rahm Emanuel, is seeking a casino. Although Emanuel has the support of Gov. Pat Quinn, the governor is an opponent of massive expansion. He does not believe increasing the number of Illinois casinos from ten to 15 would alleviate the huge deficit problem the state is facing and fears it would exacerbate social problems.

The bill also would have allowed slot machines at Chicago’s O’Hare and Midway Airports and would have extended the harness meeting at the Illinois State Fairgrounds in Springfield from ten days to between three and nine months and allowed slot machine gaming during the meeting.

The Illinois Gaming Association, representing operating casinos in Aurora and Elgin and the casino in the Chicago suburb of Des Plaines that is scheduled to open this year, steadfastly was opposed, even though the bill would have allowed existing casinos to expand by 66% to accommodate 2,000 patrons.

Also in opposition was the Illinois Church Council on Alcohol and Addiction Problems.

Not True! Arlington is back on the bill and Lang is making amendments as we speak. Could go out of committee today. You can't say it is dead. It is very much alive

Real surprising...not! The worst governmental body in the country resides in Springfield, IL. Absolute stupidity by a mindless bunch of crooks & thieves. How they can continue to kill an industry like the horse racing and agricultural industry in Illinois while running the state into bankruptcy is a joke.

As far as the church groups go, stay the hell out of the way. You've got enough problems with corruption and molestation in the church to worry about than people's gambling additction due to expanded gaming. You don't think the gamblers are going to gamble anyway?? Get a clue and stay out of the way of the rights of people to make their own choices and decisions about what they do with THEIR money!
