CHRB, Santa Anita working
on waiver to change surface

As Santa Anita Park moves to replace its synthetic Pro-Ride surface with traditional dirt, the California Horse Racing Board is working with track management on preparation of a request to waive the state rule requiring that major meetings conduct racing on either a synthetic surface or turf.

MI Developments Inc. owns Santa Anita Park, and company founder and Chairman Frank Stronach told horsemen last month that he plans to replace the existing surface with dirt in time for the track’s winter-spring meeting that begins December 26.

CHRB Executive Director Kirk Breed advised Santa Anita officials to appoint a manager for the project; develop a construction management plan that includes the time sequence of all activities from permit submission and approval through the CHRB inspection and first use of the track; and schedule committee meetings including representatives from the track, the CHRB, California Thoroughbred Trainers, and Thoroughbred Owners of California to review and consent to the design and surface material.

CHRB Chairman Keith Brackpool instructed the organization’s staff to work closely with Santa Anita to obtain the necessary approvals from all levels of government. Brackpool said that the CHRB would consider Santa Anita’s waiver application at its September 23 board meeting at Fairplex and that the application should include expert opinions, track specifications, and other information that would help the board to be certain that the surface change will improve the current situation.

One can only hope that as SoCal tracks make the change back to dirt, that they will make every attempt to provide a surface that is more like the New York tracks than the old speed at all costs pavement/tracks. I agree the move to synthetics was half-baked, but the driving factor was to improve safety for the fine animals on which the entire sport is based.

That rule should be waived, junked, thrown out like yesterdays paper. It was an ill conceived measure in the first place. Bravo to Frank Stronach for bringing this travesty to an end at Santa Anita and bringing back the surface which all the legends of American racing have run on for more than a century - DIRT.
