Kentucky Senate sidesteps Instant Racing

The Kentucky Senate will remove a provision to authorize Instant Racing and instead place the issue in the hands of either the governor or state regulators.

According to the Lexington Herald-Leader, the Kentucky Senate will move forward with a bill stipulating that if the governor or Kentucky Horse Racing Commission enacts Instant Racing, a 1.5% tax on the wagering would be directed to purses or breeder incentives.

State Attorney General Jack Conway signed an opinion in January that said Instant Racing could be legalized through regulatory changes.

A spokeswoman for Gov. Steve Beshear told the Herald-Leader that he is not in a position to comment until he sees the Senate’s changes to the bill.

Stripping Instant Racing from the bill allows the Senate to avoid a vote on a controversial issue.
