New York horsemen to rally at Belmont

New York horsemen and breeders plan to rally on March 21 at Belmont Park to call on the state to finalize expanded gaming at Aqueduct.

On January 29, the state named Aqueduct Entertainment Group to operate the gaming portion of the Aqueduct casino. Revenue from the 4,500 video lottery terminals is supposed to help fund purses and the state’s breeding program.

Gov. David Paterson told AEG on Friday that it had until noon Tuesday to submit required investor license applications or he would withdraw his support for AEG.

“All applications have been submitted to Lottery [the state Division of Lottery] in full compliance with the state's instructions,” said Jeffrey Levine, head of Levine Builders, an AEG partner. “Aqueduct Entertainment Group is continuing to move forward to complete the MOU [memorandum of understanding], so that we can pay the state $300-million by March 31 and break ground on this vital job-creating project as soon as possible.”

Paterson’s office could not immediately be reached to confirm that Tuesday’s deadline was met.

March 31 marks the end of the state’s fiscal year and the deal must be completed by then.

On Tuesday, the Reverend Floyd Flake and rapper Jay-Z announced their withdrawals as equity partners in AEG. Although a minor investor, Flake has been at the center of controversy surrounding AEG’s selection. Flake and Paterson have close ties and charges of political favoritism sparked an investigation, now under way, into the gaming selection process. Flake is the pastor of a church in Queens.

Paterson sent legislators a note on Friday recusing himself from negotiations regarding Aqueduct Entertainment Group, saying that his top-level staff would handle such discussions.

Jeff Cannizzo, executive director of New York Thoroughbred Breeders, said that he hopes the rally makes legislators realize how many people are affected by their indecision.

“We’re under a fiscal time crunch for the state,” he said. “We’re looking for action.”

New York Thoroughbred Horsemen’s Association is co-sponsoring the rally, scheduled for noon-2 p.m. EST on the apron in front of Belmont Café. Those interested in attending should enter through Gate 5.
