California comfortable with Zayat’s relationships

The California Horse Racing Board looked into Ahmed Zayat’s relationship with two convicted bookmakers and found that he did not violate the conditions of his license.

Zayat loaned Michael Jelinsky $155,000 in November 2006 and Jeffrey Jelinsky $455,000 in September ‘07. Both brothers pleaded guilty in 2009 to felony counts of illegal bookmaking. Michael and Jeffrey Jelinksy are serving prison sentences of 15 months and 21 months, respectively.

After the New York Times published a story on the loans on February 27, the Kentucky Horse Racing Commission and New York State Racing and Wagering Board each launched investigations into Zayat’s relationship with the brothers. Zayat said he knew both brothers from a friendship with their late father and loaned them money as a personal favor.

Both states forbid or restrict racing licensees from associating with convicted felons and illegal bookmakers. The CHRB has a similar rule and decided not to take action against Zayat.

“Our chief of investigations has gone over all the court documents and based on what we can find Mr. Zayat made the loans … long before these two individuals were convicted of a crime,” said CHRB Executive Director Kirk Breed. “Therefore we can’t see any reason to pull the license of Mr. Zayat. As more information becomes available we will certainly look into it.”
