Paterson says New York’s other OTBs may close

New York Assembly Speaker Sheldon Silver's office confirmed that an 11 a.m. EST hearing will be held on December 15 in Albany to consider consolidation of the five remaining regional off-track betting organizations.

Gov. David Paterson, speaking on radio station WOR-AM on Thursday, said there are no ongoing negotiations about New York City OTB Corp., despite comments to the contrary from Senate Republicans, who voted against a bill that would have kept the bankrupt organization open.

There is movement to have the state Senate reconvene and vote again on the same bill, now that ramifications of New York City OTB’s closure are hitting home. New York City OTB closed at midnight Tuesday, leaving nearly 1,000 people out of work. Thoroughbred racing purses and breeding programs are expected to take a major hit from New York City OTB’s shutdown.

“There was an attempt to get us to allow the other regional OTBs to get the same benefits in the restructuring package that New York City got,” Paterson said. “But New York City in addition to getting some benefits, made huge sacrifices. The union, DC 37, came to the table … and sacrificed one-third of its jobs. The other regional OTBs wanted the same benefits, but no sacrifices, no give backs.

“The others are likely to fail as well because they have the same problems and will probably meet the same end.”

Early this year, a state Task Force on the Future of New York Off-Track Betting submitted a report to state lawmakers, following a series of statewide hearings held throughout 2009. One of its major recommendations was that the OTBs share more services such as tote contracts, marketing programs, telephone and Internet wagering platforms.

The task force recommended against consolidating the OTBs, citing political considerations that would make such attempts impractical.
