Illinois Senate approves expanded gaming bill

The Illinois Senate on December 1 approved a massive gambling expansion bill that would permit slot machines at the state’s five racetracks but the legislation is in limbo because the House of Representatives has recessed until January.

In order for the legislation to go to Gov. Pat Quinn, it would have to be approved by the House during the few days remaining in the veto session prior to the swearing in of the new General Assembly.

The Senate bill passed by a vote of 31 to 20 with two voting “present.”

It calls for a land-based casino in Chicago, four new riverboat casinos in Rockford, Danville, Park City, and a south suburb yet to be named. The nine existing riverboat casinos would be allowed to add 400 wagering positions each for a total of 1,600 per casino and another 400 in 2013. This provision also would extend to the tenth casino scheduled to open in the Chicago northwest suburb of Des Plaines in 2012.

The state’s four tracks in the Chicago metropolitan area—Arlington Park, Hawthorne Race Course, Maywood Park and Balmoral Park—each would get 1,200 slot machines. The downstate track—Fairmount Park in Collinsville across the Mississippi River from St. Louis—and Quad City Downs, a harness track that has been serving as an inter-track betting location after being shut down by parent Arlington Park several years ago, would get 900 machines each.

Tax gaming revenue for purses would range from 12.75% to 26.5%, with the sliding scale based upon receipts. Money also would be earmarked for stable area improvements and care for injured and unwanted horses.

After a 20-year onslaught of riverboat casino opposition, Illinois racing was described by the bill as being “on the verge of extinction” because of competition with tracks in other states that have slot machines. The bill also said that “racing and breeding programs” would be revitalized by the infusion of the slot machine revenue.

Despite the provision in the omnibus bill calling for 800 new positions by 2013, the existing casinos are in opposition along with anti-gambling elements and the state’s largest newspaper, the Chicago Tribune.

Quinn has said he is leery of a massive expansion of gambling in the state.

The Senate bill’s sponsor, Senator Terry Link (D-Waukegan), however, believes it would generate $1-billion annually in new tax revenue and is the best solution to the budget crisis in a state that has a deficit of about $15-billion.

“Is it a huge expansion? Yes, I’m not going to deny it,” Link said. “But we’ve got a huge deficit in Illinois. You look at big things to fix it.”
