RCI board adopts rule regarding
design and use of whips

The Association of Racing Commissioners International’s board of directors has adopted a more stringent model rule regarding the design and use of whips in flat racing.

Under the new rule, whips can have a maximum weight of eight ounces, a length of no more than 30 inches, and a minimum shaft diameter of a half-inch. The rule also mandates the whip to be smooth and covered by shock-absorbing material that gives a compression factor of at least one-quarter millimeter throughout its circumference.

Model rule ARCI 010-035 was modified to provide clearer instructions regarding the use of whips, including mandating that jockeys may only use whips for safety, correction, and encouragement. The modified rule gives regulators guidelines for when the use of the whip is excessive or inappropriate.

“I am pleased we were able to progress this rule at our model rules and board meetings with the full support of representatives of the National [Horsemen’s Benevolent and Protection Association] and Jockeys’ Guild lending their participation and concern for the welfare of our equine athletes,” said RCI Chairman Joe Gorajec.

RCI President Ed Martin said further revisions to the rule might be necessary as work continues to ensure maximum equine health and welfare.
