Internet betting legalized for Illinois residents

Illinois Governor Pat Quinn has signed a bill legalizing Internet betting on horse racing in the state.

“We’re getting everything in the pipeline to get it up and going,” Illinois Racing Board spokesman Mickey Ezzo said Wednesday. “We are in the process of writing the rules and preparing an application for the advance deposit wagering companies such as [Television Games Network], Youbet[.com Inc.] and TwinSpires.”

Although the rule-making process is on the fast track, Ezzo was unsure of the exact time in which Illinois horseplayers will be able to go to their computers to make wagers on horse racing.

“We’ll probably do emergency rules, which will be effective immediately, and then we’ll get the applications to the applicants,” Ezzo said. “I think the rules will be approved on an emergency basis because normally it takes 90 to 120 days.

“It will be similar to the way we get applications from racetracks at the [annual] dates hearings. The [account wagering] companies will have to fill out a pretty extensive application.”
