Maryland bill seeks acquisition of Md. Jockey Club

The state that once saw its beloved Baltimore Colts move away is taking steps to assure it does not lose the Preakness Stakes (G1).

A bill introduced in the Maryland General Assembly on Wednesday seeks to acquire Pimlico Race Course, Laurel Park, Bowie Training Center, and the Preakness from the Maryland Jockey Club using eminent domain.

As holdings of the Maryland Jockey Club, the race, training center, and tracks are part of the bankruptcy proceedings of MJC owner Magna Entertainment Corp.

“We share [Governor Martin O’Malley’s] interest in preserving the historic Maryland Jockey Club and the Preakness, but we question the government’s right to confiscate private property which will only lead to more confusion and litigation while these matters are in bankruptcy,” MJC President Tom Chuckas said. “The Chapter 11 process should be allowed to proceed."

The state and the city of Baltimore have already objected to Magna proposals in United States Bankruptcy Court for the District of Delaware. The state has laws that give it the right to purchase the Preakness if it is offered for sale, although the court may interpret those laws differently.

In court filings, Magna has listed the value of Pimlico Race Course as $17.7-million and the value of Laurel Park as $42.5-million. It did not list a Preakness value.
