Officiating program to be held at Ariz. Symposium


The Racing Officials Accreditation Program will host its first "Conference on Officiating Horse Racing" during the Symposium on Racing and Gaming in Tucson, Arizona.

The officiating program will be 8 a.m. to 4 p.m. MST on December 8, the day before the Symposium on Racing is scheduled to begin.

Topics for the officiating conference will include determining penalties for rule violations, trainer responsibility and extenuating circumstances, enforcing house rules, race video review for interference and disqualifications, model rules development and adoption, coordinating uniform regulations, and education requirements for licensees.

Registration is free. Anyone interested in attending the officiating conference can register by calling Jennifer Voss-Franco, ROAP coordinator of racing officials, at (859) 224-2702 or by printing out an online version of the form, accessible here.

The discussions will be moderated by Frank Lamb, former executive director of the Wyoming Horse Racing Commission. Presenters will be Alan Foreman, chairman and chief executive officer of the Thoroughbred Horsemen's Associations Inc.; Ted Hill, D.V.M., Jockey Club steward at New York Racing Association tracks; Eddie Arroyo, Illinois Racing Board steward; Scot Waterman, D.V.M., executive director of the Racing Medication and Testing Consortium; Hugh Gallagher, executive director of the Delaware Harness Racing Commission; Duayne Didericksen, chairman of the American Quarter Horse Association Racing Committee; Stan Bowker, chairman of the Racing Officials Accreditation Program; and Joe Gorajec, executive director of the Indiana Horse Racing Commission and chairman of the Association of Racing Commissioners International.
