Illinois board upholds Houghton ban

After hearing a fact-finding report from board member Timothy Martin, the Illinois Racing Board by a 9-0 vote on June 14 upheld Arlington Park's exclusion of jockey Terry Houghton.
 
Houghton is among those under investigation by the Thoroughbred Racing Protective Bureau in connection with suspicious betting patterns in three 2006 races at tracks in Florida and Michigan and has been banned from Tampa Bay Downs and all of the tracks owned by Churchill Downs Inc.
 
According to Martin, the TRPB probe uncovered "very strong evidence of race fixing" in races in which Houghton rode at Tampa Bay Downs on April 10 and at Great Lakes Downs on August 26 and September 5.

"Just cause is abundant to uphold [the ban by Arlington]," Martin said. "It's clear that jockey Houghton's due process rights are protected."
 
But Martin added that "there is no nexus between Houghton and who cashed the ticket; I think this involved a widespread conspiracy."
 
Board member Joseph Casciato warned against a "rush to judgement" by the board.

"He has ridden [almost] 4,000 winners [and] he has no blemishes on his record," Casciato said. "I don't see any compelling evidence."
 
Houghton rode at the Hawthorne Race Course spring meeting that opened the 2007 Chicago Thoroughbred season and he currently is riding at Indiana Downs.
 
Last month Houghton filed a Cook County Circuit Court lawsuit against Arlington last month. He alleges that the track has violated his rights by interfering with his ability to carry out contractual agreements with horsemen, defamed his reputation and intentionally inflicted emotional stress.
 
Neither Houghton nor his attorney, Art Engelland, was present at the board meeting. Earlier Engelland said: "I don't think any ruling by the commission will have much impact either way on our lawsuit."
