Jockey Douglas allowed to ride at Gulfstream Park

Bill Murphy, president and general manager of Gulfstream Park, announced on Friday that jockey Rene Douglas, who was ruled off the grounds of Calder Race Course on December 15 for unspecified reasons, is permitted to ride at the Hallandale, Florida, track.

Douglas also was prohibited from riding at any track owned by Magna Entertainment Corp. during the length of an investigation conducted by the Thoroughbred Racing and Protective Bureau.

“Based upon additional information provided to Gulfstream Park by the TRPB regarding its continued investigation of jockey Rene Douglas, we have determined that it is appropriate at this time to grant Mr. Douglas racing privileges at our facility,” Murphy said.

Calder President Kenneth Dunn said at the time of the ban that Calder Race Course was exercising its right as a private property owner to exclude a rider from its grounds. Douglas was Calder's leading rider in 1993.

Douglas was one of ten riders at three different tracks—Calder, Tampa Bay Downs, and Philadelphia Park—who were barred from competing at their local facilities.

Jose A. Bracho was barred from riding at Calder on December 16. The jockeys barred from Tampa Bay Downs on December 18 were Derek C. Bell, Jorge G. Bracho, Luis A. Castillo, Jose H. Delgado, Terry D. Houghton, Joseph C. Judice, and Richard A. Valdes. Houghton, Judice, and Bell all were leading riders at Tampa.

Philadelphia Park banned rider Alex Beitia from its grounds on December 18 based on information provided by the Thoroughbred Racing Protective Bureau, said the track's Chief Executive Officer Hal Handel.

Heriberto Rivera Jr., East Coast manager for the Jockeys' Guild, said in December he believed the TRPB investigation included a race or series of races at Great Lakes Downs during late summer 2006, at least one of which triggered a suspicious payoff at Delaware Park.

The TRPB is a wholly owned subsidiary of the Thoroughbred Racing Associations of North America and operates as a national investigative agency. Its mandate is to expose and investigate all activity prejudicial to horse racing and to maintain public confidence in the sport.
