Bill to ban horse slaughter introduced in Illinois

A bill that could end the slaughter of horses for human consumption was introduced in the Illinois State Legislature on Thursday.

The measure, sponsored by Representative Bob Molaro (D-Chicago), would prohibit the transportation of horses into Illinois for the sole purpose of slaughter for human consumption.

According to the United States Department of Agriculture, more than 100,000 horses were slaughtered last year at plants in DeKalb, Illinois, and Fort Worth and Kaufman, Texas.

The Texas slaughterhouses face an uncertain future after the Fifth United States Court of Appeals in New Orleans ruled on January 19 that a 1949 Texas law prohibits the slaughter of horses for human consumption overseas. The court disagreed with the slaughterhouses, which argued that the state law went against federal law.

“Illinois has long been a leader in animal protection and anti-cruelty laws,” Molaro said. “As such, it is high time we put an end to equine cruelty and join Texas and all other U.S. states in protecting horses from needless slaughter.”

Illinois Governor Rod Blagojevich and the state’s Department of Agriculture supported anti-slaughter legislation in the past. Similar legislation is also pending in the United States House of Representatives and the United States Senate.

An anti-slaughter bill was passed by the Illinois Senate in 2004, but was defeated in the House.

“This year, we are confident the legislation will clear both houses and be signed into law by Governor Blagojevich,” said Chris Heyde, deputy legislative director of the Society for Animal Protective Legislation. “Horse owners, veterinarians, residents of Illinois, and the American people want an end to slaughter, and Illinois legislators are standing up to end this cruel industry.”
