Houghton, Bell to be allowed to ride at Hawthorne

Hawthorne Race Course officials announced on Wednesday that they will allow suspended jockeys Terry Houghton and Derek Bell to ride when the spring meet at the Chicago track opens on February 23.

In a statement, Hawthorne President Tim Carey said officials had spoken with both riders as well as members of the Thoroughbred Racing Protective Board, and “we have no reason to believe that they won’t give their best effort every time they are on our racetrack.”

Houghton and Bell were among seven jockeys suspended on December 19 by Tampa Bay Downs officials based on an ongoing TRPB investigation into race-fixing. To date no charges have been brought against any of the riders.

Calder Race Course and Gulfstream Park also banned the riders, and Houghton was later refused access at Turfway Park.

“We are firm believers in the concept of innocent until proven guilty,” Carey said. “While we understand an investigation is ongoing concerning these riders and others, until a time comes that they are indicted, if that is the case, we are not going to prevent them from riding based on speculation. We have spoken to each of them and made it very clear that if we feel there is any suspicion concerning their riding at Hawthorne, they will be asked to leave.”

Speaking by phone, Houghton’s Tampa based attorney, William Knight, said Houghton was excited to be going to Hawthorne and would use the opportunity to show there was no cause for the Tampa suspension.

“You would presume the Hawthorne management has done their homework and looked into the allegations,” said Knight. “If they felt there was nothing to merit banning Terry, then that speaks volumes about the entire situation.”

Knight said Houghton took and passed a polygraph examination administered by a private examiner in Florida on January 23. Bell could not be reached for comment.
